We propose a world cooperative society where wealth is produced and owned in common and freely shared according to need.
Housing will therefore be provided free "at the point of use" and money will become redundant which will resolve your issue. By the way, Socialists will not seek to reform capitalism, but to build majority support to replace it.

There will no longer be any market in producing substances which are harmful to human health, as the profit motive in producing them will no longer exist. Your Commission will therefore be redundant.
