A case needs to be built and submitted that would evidence the potential involvement of a person in criminal activity, before, access to peoples privacy can be broken. With strict protocols and more than one persons assessment to ensure fairness and equality are observed when making the decisions.

To what degree should access to information on the internet be restricted by the state or private companies?

In the most part, it should not be restricted by the state or private companies! End users should have the use of straightforward easy to use software tools to opt in or out of internet content as they see fit. However a level of regulation is required on actual harmful content, such as encouraging eating disorders to physical violence or anything that would break laws. However regulation is not the same as banning or blocking websites, which are actions that should be for the realms of the courts to decide.
