The standards of goods and services that are essential, such as food and water, are generally highly regulated. Do you support enforced minimum standards in housing as a precondition of a renting?

Renting is an important part of the property market, however, the shift of power has moved too far in favour of the landlord. Liberal Democrats would improve protections against rogue landlords and we would enable local authorities to operate licensing schemes for rental properties if they believe it is required. We would extend Rent Repayment Orders to allow tenants to have their rent refunded when a property is found to contain serious risks to health.

Governments implement policies that directly and indirectly impact on house prices. Do you think house prices are too high?

Yes, demand is outstripping supply. That is why Liberal Democrats have set an ambitious target of increasing the rate of house building to 300,000 a year. We have to speed up house building so prices do not spiral out of control denying a generation the desire to own their own home.

Britain spends £24 billion on housing benefit and less than £1.5 billion on building homes. Do you support an increase in the social housebuilding grant to £5 billion a year to build homes?

Liberal Democrats would introduce a new Intermediate Housing Fund to fund: affordable rent homes, shared ownership homes, a new Rent to Own model where monthly payments steadily accrue the tenant a stake in the property; and new build shared accommodation.

Recent polling show that people support rent control by a margin of nine to one. Do you support a rent control that limits rent rises between tenancies as well as during tenancies?

Rent control is not the solution to Britain's housing problems. Rent controls can lead to fewer properties on the market and higher rents as a result. The solution is to build more homes, increase the supply of homes available and provide more choice for renters.
